This pattern is used in formal expressions, such as announcements or official documents. It is often used to emphasize the importance or significance of the means or time point. Be careful not to confuse it with 'o motte shite mo' (even with) or 'de' (by means of), which have different nuances.
The nuance of 'o motte shite mo' is to emphasize that something is done even with a certain condition, whereas 'をもって' emphasizes the means or time point.
The nuance of 'de' is to indicate a means or method, whereas 'をもって' emphasizes the importance or significance of the means or time point.
