Japan's visa system has gotten more complicated — and more JLPT-dependent — in 2025. A landmark policy change now requires JLPT N2 for the Business Manager visa, and the Specified Skilled Worker program has expanded to 16 sectors. Here's what every visa category requires and how your JLPT score factors in.
2025 Policy Change
JLPT Requirements by Visa Category
| Visa Category | JLPT Requirement | How JLPT Is Used | Notes |
|---|---|---|---|
| SSW Type 1 (特定技能1号) | N4 minimum | Required for eligibility | 16 sectors; can be waived with sector-specific test |
| SSW Type 2 (特定技能2号) | N3 minimum | Required for eligibility | Path to permanent residency |
| Highly Skilled Professional (HSP) | N1 = 15 pts, N2 = 10 pts | Points-based selection | 80+ points needed for fast-track PR |
| Business Manager | N2 required | Eligibility requirement | New since Oct 2025; ¥30M capital also required |
| Student Visa | No JLPT required | Used by schools for admission | Individual schools set their own requirements |
| Engineer/Specialist | No JLPT required | Employer preference | Many employers want N2+ for hiring |
| Working Holiday | No JLPT required | N/A | Available for 18-30 year olds from partner countries |
| Spouse/Dependent | No JLPT required | N/A | Language ability not tested |
JLPT Requirements for Japan Visas
Specified Skilled Worker (SSW) — The Most Common Path
The SSW visa program is Japan's primary route for bringing in foreign workers to address labor shortages. It's expanded to 16 sectors including agriculture, manufacturing, food service, nursing care, construction, and more. JLPT requirements differ by type:
SSW Type 1 vs Type 2
SSW Type 1 (特定技能1号)
- JLPT N4 or equivalent required
- Up to 5 years stay
- No family members allowed
- 16 sectors available
- Must pass sector-specific skills test
- Most common SSW visa type
SSW Type 2 (特定技能2号)
- JLPT N3 or equivalent required
- Unlimited renewals (path to PR)
- Family members can accompany
- Expanded to nearly all 16 SSW sectors (since 2023-2024)
- Higher skills test required
- Much harder to qualify for
Alternative to JLPT for SSW
Highly Skilled Professional (HSP) — Points for JLPT
The HSP visa uses a points-based system where you need 70+ points for the visa and 80+ points for fast-tracked permanent residency (1 year instead of 10). JLPT contributes to your points total:
| JLPT Level | Points Awarded | Combined With Degree Points? |
|---|---|---|
| N1 | 15 points | Yes — can stack with education and salary points |
| N2 | 10 points | Yes — same stacking rules |
| N3 or below | 0 points | No language points awarded |
HSP Points for Japanese Language
Those 10-15 points can make a real difference. If you're at 65-75 points from education and salary alone, N1 or N2 can push you over the threshold. The HSP visa is one of the strongest reasons to aim for N2+ if you're planning a career in Japan.
Business Manager Visa — The 2025 Bombshell
The October 2025 changes to the Business Manager visa are significant. Previously, there was no language requirement — you just needed ¥5 million in capital and a viable business plan. Now you need:
- JLPT N2 or equivalent — this is new and mandatory
- ¥30 million in capital (up from ¥5 million — a 6x increase)
- A viable business plan with projected revenue
- Office space in Japan
This change effectively locks out many foreign entrepreneurs who previously ran businesses in Japan with minimal Japanese. If you're planning to start a business in Japan, getting N2 is now a legal requirement, not just a nice-to-have.
Student Visa
The student visa itself has no JLPT requirement from immigration. However, the schools you're applying to will have their own requirements. Japanese language schools accept students at any level. Universities typically require N2+ for Japanese-taught programs. English-taught programs may have no JLPT requirement at all. Graduate research programs under MEXT scholarships recommend N2 but may accept students at N3 with a study plan.
Certificate Age and Visa Applications
A critical point: JLPT certificates never expire for immigration purposes. Japan's immigration system accepts certificates of any age. An N2 certificate from 2015 carries the same legal weight as one from 2025. This is confirmed in our certificate validity guide. You don't need to retake the JLPT to renew your visa or apply for a different visa category.
Strategic Recommendations
Planning to Work in Japan
Aim for N2 minimum. It satisfies the Business Manager requirement, earns HSP points, and is the standard most employers expect. N1 adds marginal career value except in translation/academia.
Target: N2
SSW Visa Route
N4 is the minimum for Type 1, but getting N3 opens the door to SSW Type 2 (unlimited renewals, family allowed). The extra effort from N4 to N3 has outsized visa benefits.
Target: N3
Fast-Track Permanent Residency
If you're aiming for the HSP fast-track PR (80+ points, 1 year to PR), those N1 language points can be the difference. Plan your JLPT timing around your PR application.
Target: N1
University in Japan
N2 is the safe bet for most programs. Take it before applying — having the certificate in hand strengthens your application significantly versus 'planning to take JLPT.'
Target: N2
Key Points
- SSW Type 1 needs N4, SSW Type 2 needs N3
- HSP visa awards 15 points for N1, 10 points for N2, zero for N3 and below
- Business Manager visa now requires N2 (new since October 2025)
- Student visas have no JLPT requirement from immigration, but schools set their own
- JLPT certificates never expire for visa/immigration purposes
- N2 is the practical target for most visa-related goals
